These guidelines as stated by their author, serve to provide means of building the capacity of families and communities to cope and provide for the children's needs as a central theme. This strategy however, must be complemented by the provision of essential helath, welfare and education services and special measures to protect the most vulnerable children, without family or community protection and care.
