This policy review addresses the question of the UNICEF response to circumstances and conditions that cause gross violations of the rights of children, subjecting them to serious risk hazards. It moves from the concept of 'children in difficult circumstances' to describing certain categories of children in need as "especially difficult circumstances" and the need of "special protection measures" as an important for designing UNICEF programmes of cooperation.
